Place 1 - Rebecca Tullos - Treasurer

Rebecca Boatright Tullos, Place1@bcmud.org, was born in Austin, Texas and has lived in the Brushy Creek Municipal Utility District since 1992. She is a current member of the Board of Directors having been elected in May of 2006.  Previously, Rebecca served as an appointed member of the Board filling two vacancies: September 1998 – May 2000 and again in August 2005 – May 2006. Rebecca has been very active for many years with several of the District’s advisory committees. In May of 2000, Rebecca was appointed by the Board to serve as a member on the District’s Parks and Recreation Advisory Committee. She served as Chairperson of this committee from May of 2000 until August of 2005 at which time she was re-appointed to the Board of Directors. As a member of the Board, Rebecca has served as the ex-officio Director to the Parks and Recreation Advisory Committee from 1998 – 2000 and from August 2005 to present day. Rebecca was actively involved in the construction of the District’s Community Center. She served as a member on the Indoor Facility Committee and then later as Chairperson prior to the construction of the Community Center. Rebecca also helped create the District’s Community Center Advisory Committee where she has served both as a committee member and alternate ex-officio Director for the Board of Directors since 2005. In 2004 Rebecca was recognized for her leadership efforts in the building of the Community Center by the Austin Business Journal’s “Biz Woman" section. Rebecca graduated from the University of Texas at Austin with a BBA in Accounting and is licensed in the State of Texas as a Certified Public Accountant (CPA). Her professional career experiences include serving as a bank auditor, working in public accounting performing audit and tax work, and holding financial upper management positions in several non-profit corporations. Rebecca’s passion for her community is reflected in her dedication and commitment to Brushy Creek over a span of many years in a variety of capacities and activities. She and her husband James reside in the Meadows with their two wonderful children, Morgan and Jake.

Place 3 - Kim Filiatrault - Secretary

Ex Officio - Utilities Infrastructure Advisory Committee 
Term: November 2014 - November 2018

Kim Filiatrault was born in Canada, spent part of his childhood in Germany, moving to Texas in 1999 with his wife Lori and two sons Justin and Shane. Kim received his U.S. Citizenship in November 2013.

Kim is a long-time resident of Cat Hollow and served on the Cat Hollow Homeowners Association Board of Directors and several HOA committees for 11 years. He served on the District’s Parks and Recreation Advisory Committee from 2005 until his appointment to the BCMUD Board of Directors in January 2015. Kim subsequently served on the Community Center Advisory and Technology Committees.

Kim feels strongly about the importance of maintaining and improving our community. Among other projects, he spearheaded and managed the Liberty Walk Trailhead Gardens providing materials for the pergola and building it himself with the help of family, friends, and neighbors.

Kim loves technology and has been self-employed in that field for most of his career. He has travelled extensively both domestically and internationally providing him with a wide awareness of business strategies. Kim continually strives to simplify tasks, reduce costs, and make things more interesting using his extensive knowledge of the technology industry.

Maintaining and growing District services and amenities are Kim’s main priority; this includes everything from our water and wastewater, to our parks and Community Center.

Place 4 - Donna B. Parker - Vice President

Ex Officio - Community Center Advisory Committee
Alternate Ex Officio - Parks Committee
Term: July 25, 2013 - November 2016

Donna B. Parker and her husband, Price, moved to Sendero Springs in 2007. She has served on the Sendero Springs Social Community.  It is important to Donna that home values remain high and she believes that pride of ownership is integral to meeting that goal. BCMUD offers many indoor and outdoor amenities for residents, which add to quality of life –she feels we need to continue to fund and build on them.

Donna received her Bachelor’s degree from Russell Sage College in Troy, NY with a double major in Retail Management and Economics. She has been self-employed since 1982 working in the areas of commercial liability, property and casualty, and life insurance. In 1992 she affiliated with Transamerica Financial Advisors, began her financial planning practice and earned her Certified Financial Planner designation in 2000. She is a member of the Financial Planners Association and the Round Rock Chamber of Commerce.

Donna brings knowledge of business and risk management from her insurance and financial background experience. She has helped business owners and individuals with budget and financial matters since 1982.

“My job as Director is to provide clean water, wastewater services and parks and recreation facilities for our residents. It is important to provide these services, while being fiscally conservative.”

Place 5 - Shean R. Dalton - President

Alternate Ex Officio - Utilities Infrastructure Advisory Committee
Term: November 2014 - November 2018

Shean Dalton, Place5@bcmud.org, was elected to the Brushy Creek Municipal Utility District Board of Directors, Place 5 in 2010. Shean's history of community participation includes committee chairman Pack 174 and Troop 165, Marlin's swim team board member (fund raising), president Woods of Brushy Creek HOA, president of the Central Texas Electronics Association and IMAPS, and SAMPE board member.

Shean’s focus is on the future value of our community through a fiscally conservative perspective. His efforts are to see continued enhancement and maintenance of the District, while promoting residential and commercial development and supporting community organizations and interests. 



Shean was born in Dallas, Texas and attended Georgetown High School, where he was a member of BSA Explorer Post 151. He met his wife Frances Escobar Dalton while they both earned degrees at Texas A&M University. Shean is a degreed Mechanical Engineer and MBA whose career spans various roles in the healthcare IT and electronics fields. 


Shean and Frances are blessed with three wonderful children: Jacob, an Eagle Scout, attends Texas A&M University Corpus Christi where he is studying Biomedical Science with plans to pursue a Dental doctorate degree. Jacob is actively involved in a service fraternity organization. Phillipe, also an Eagle Scout, will graduate from Round Rock High School in 2017 and plans to join his brother at Texas A&M University Corpus Christi to study Mechanical Engineering with a minor in Bio-environmental. Phillipe is actively involved with automotive technology at Round Rock High School. Franchesca is a sophomore at Round Rock High School. She is actively involved with the Marine JROTC, President of the RRHS Horse Club and a member of the Ultimate Frisbee Club.
