Shean Dalton, General Manager

Mission:

Shean strives to uphold the tenets of the District by helping residents achieve and maintain the highest quality of life in the Brushy Creek Community.

Shean Dalton has always cared greatly about the Brushy Creek MUD and the people who live here. As General Manager, Shean has an open-door policy with regard to residents' questions, concerns and inquiries, and he prides himself on getting problems solved. 

He held public office for 10 years as an elected member of the Brushy Creek Municipal Utility District's Board of Directors. He accepted the role of BCMUD General Manager in April 2020 and received a CPM in 2022.

Shean’s professional career started as a semiconductor equipment project engineer. After four years managing projects, he transitioned to product management and was responsible for a $40M product line within the Cookson Group ($3B). He was later recruited to a smaller equipment manufacturer and promoted to president by the company’s board.

He eventually translated his skillsets into entrepreneurial ventures and became Director of Health Information Management at a startup. He also started a manufacturing representative sales company, from which the sales proceeds funded an MBA. After 14 years of improving population health across the contiguous United States and in Puerto Rico, Shean transitioned again from the private to the public sector.

Shean is married and has three children. In his spare time, he enjoys spending time with family, exercising outdoors, volunteering, traveling, and working on projects.

Chelsea Lockhart, ext. 217
Administration Manager

Chelsea has been with the District for more than five years and has served in various roles and departments, including Member Services, Customer Services, and she was an Executive Assistant. Since 2021, she has served as Deputy Secretary to the BCMUD Board of Directors and Administration Manager. Chelsea has a Bachelor of Science in Business degree and a Master of Business Administration. 

Angela Niemiec, ext. 230
Parks & Recreation Manager

Angela joined the BCMUD in 2021 and oversees all of the District's parks and recreation programs, including those within the Brushy Creek Community Center and the aquatics division. She has an extensive career in community relations and program management that includes stints with United Way of Medina County, the Age-Friendly Cleveland Initiative and the city of Austin. 

Bill Carr, ext. 401
Utilities Systems Manager

Bill has led water and wastewater utility operations for more than 30 years. Since 2022, Bill has served as the Brushy Creek Municipal Utility District Utilities System Manager, overseeing a team responsible for the operation and maintenance of water, wastewater, and stormwater systems. He previously served as the Water Facility Supervisor for the District since 2013. Bill has extensive industry experience that includes team leadership; interagency planning and cooperation; and interpretation and implementation of state and federal rules, regulations, and environmental policies.

Alex Owens, ext. 213 
Community Center Manager

Alex has been with the District for 17 years and has held various roles in Parks and Recreation, including Camp Counselor, Youth Specialist, Program Supervisor, and, for the last two years, Community Center Manager. Alex has been a Certified Parks and Recreation Professional with the National Recreation and Park Association (NRPA) for the last four years and is actively involved in the Central Texas Recreation and Park Society (TRAPS).

David Tropea, ext. 428
District Controller

David has more than 38 years working in accounting and finance operations. He serves as the District Controller, and before that he served the State of Texas and the Lower Colorado River Authority in various financial roles. He exhibits the leadership skills to bring out the best in people and help them achieve their goals. When he is not balancing the books, David can be found enjoying the District‘s many amenities, including the pool, running trails, and disc golf course!
